The New Flagship, by Frank Moss Bennett (1874–1952). He was a British painter of portraits and architecture, but also remembered for his scenes of historical settings from the 16th through the 18th centuries.
This piece would be set well into the second quarter of the 1600s: note the buff coat, shoes with heels and ornate ties, classic “musketeer” facial hair, and “falling band” collars.
